Italy Launches 2026 Migration Reforms: Work Quotas and Asylum Changes

Italy plans to admit around 165,000 non-EU workers in 2026 through its quota system, known as Decreto Flussi, targeting agriculture, hospitality, construction, and caregiving sectors. The government promises reforms to reduce bureaucracy, with the first “click day” for agricultural visas on January 12, followed by tourism and domestic work in February.

From summer 2026, Italy will implement new EU asylum rules, creating return centers outside Europe for rejected migrants and extending detention for those refusing voluntary departure. These measures aim to streamline legal migration while strengthening border controls.

Citizenship rules eased for children of Italians born abroad, extending the declaration period from 12 months to three years and eliminating the €250 consular fee per child, effective January 1, 2026. The Decreto Flussi 2026-2028 confirms work quotas for three years.

A constitutional court review of the restrictive Tajani Law, limiting citizenship by descent to two generations, could impact millions of Brazilian descendants. Italy balances labor needs with controlled immigration amid population decline projections.

The triennial plan (2026-2028) opens nearly 500,000 total work visas, addressing Italy’s aging workforce crisis and agricultural labor shortages. Brazilian descendants, major applicants for Italian citizenship, benefit from streamlined family reunification processes.

Enhanced digital platforms like Ali Sportello Unico improve work permit processing, while stricter employer sanctions deter illegal hiring. These reforms position Italy as a selective migration destination, prioritizing economic contribution over uncontrolled inflows.
